What does it mean: A whole systems approach is a mutually beneficial way of working. It's basically another term for integrated, partnership, or multi-agency working. The phrase can be used in any sector, but is frequently employed to describe how health and social care services fit together. In this context, a whole system of care refers to all health and social care service provision, and any other service provision it is connected to, crosses over with, or that affects health and social care.
