Young people and professionals will get the chance to consult on draft regulations and guidance that are being drawn up for the index ahead of its planned launch next summer.
As anticipated, research published last week by the Office of the Children's Commissioner suggests considerable anxiety among under-18s about the index (YPN, 5-11 July, p2).
It is estimated that the index will cost 224m to set up and 41m a year thereafter.
