Consultation of the Week: Arrangements for Placement of Children by Voluntary Organisations and Others (England)

What's it all about? The Department for Education's (DfE) Children in Care Division is seeking views on proposed regulations for vulnerable children and young people who are placed in children's homes or fostering arrangements by voluntary organisations but who aren't classed as looked-after under section 20 or 31 of the Children Act 1989.

Existing regulations are due to be replaced in April 2011 when the new care planning, placement and case review regulations and fostering services regulations come into force, which will leave a gap in requirements of children who are not looked after.

What are the main points? The draft proposals include how placement arrangements are made; elements that should be considered when deciding on a placement, such as the child's health and education; who should be notified of the placement; and how often the case should be reviewed.

Who can have their say? The DfE would like comments from organisations that place children who are not looked after, on whether the proposals are fit for purpose and if they will ensure that all children and young people have the most appropriate placements.
