What's it all about? The government wants to implement changes to existing Children's Homes Regulations and Fostering Services Regulations for England and associated statutory guidance. Revisions are also proposed for adoption and fostering panels. The Department for Education (DfE) believes current legislation no longer provides a coherent structure.

What are the main points? Primarily to streamline regulations for children in care and update them to reflect current practice while removing unnecessary bureaucracy. Changes include modifications relating to short-break care, clarification on where restraint may be used, and access to reports covering quality of care provided. The new guidance should give Ofsted more flexibility to use professional judgment and will require less specific inspection detail.

Who can have their say? Anyone with experience in fostering or adoption services. The DfE wants to know whether the changes have been set out clearly and what else can be done to safeguard children in foster care and children's homes.
