Consultation of the Week: Accommodated Children Visiting Arrangements - Draft Regulations and Statutory Guidance

The Welsh Assembly Government is consulting on new regulations and guidance aimed at strengthening arrangements for children who are in long-term residential placements, but are not classified as looked-after.

These are mostly children and young people who are placed away from home because they are disabled and need specialist care and education. They may need to be cared for away from home where they are less vulnerable to abuse or poor outcomes.

If a local health board, a local education authority, a care home or an independent hospital provides accommodation, it is their duty to notify the relevant local authority of this arrangement. The local authority must then take steps to ensure the child is safeguarded and their wellbeing is promoted. Current evidence shows that these duties are not being thoroughly implemented.
