The Government has announced many changes to children's services, but how will they work and what do they mean in practice?

What are these changes to children's services meant to achieve?

Well, it depends on which changes you mean. There's the National Service Framework for Children in the health sector, new child protection arrangements at local government level, information sharing systems, children's trusts ...

Let's start with children's trusts then. In the wake of the Victoria Climbie Inquiry, the Government announced that it was planning to require local authorities to establish integrated children's services called children's trusts. The idea was that education, social services and health would work in partnership to ensure that children were no longer at risk of falling through the cracks between services. In July 2003, the DoH set up 35 pathfinder trusts to test out integrated service provision.
