So how is the Children Bill going to prevent another case like the death of Victoria Climbie? That's difficult to answer. There are a number of sections that might be relevant. They've been developed in order to respond to issues raised in Lord Laming's and other inquiry reports. There are the new integrated children's service structures, measures to regulate private fostering, the establishment of databases to help professionals retain and share information, and tighter child protection arrangements.
What child protection arrangements? Clause 7 of the Bill introduces a duty on a number of bodies to ensure that they fulfil their functions with regard to the need to safeguard and promote the welfare of children.
