The Government has introduced the Safeguarding Vulnerable Groups Bill to simplify the system and improve preventative work.

Is this Bill a result of the Bichard Inquiry? Ian Huntley was convictedof the murders of 10-year-olds Holly Wells and Jessica Chapman inDecember 2003. Huntley had been hired to work as caretaker at theirschool, Soham Village College, despite having had a series of sexualrelationships with underage girls. The Bichard Inquiry, published inJune 2004, looked at how he had been able to find employment where hecould access children.

Why has it taken so long to tighten up the vetting system? It may be dueto the complexity of the current system. Last autumn, the Governmentannounced plans for legislation, but the urgency kicked in this yearwhen the press revealed a known sex offender was working in a school -and he was not the only one.
