The government has just released the first of five sets of regulations dealing with adoption. What exactly do they cover?

I thought the Adoption and Children Act 2002 was a done thing. The Act is being implemented in stages. Restrictions on overseas adoptions came into force in June 2003, and the initial phase of the adoption support provisions began in October 2003. This consultation - all 200 pages - is only the first of five "packages" of regulations and guidance for the next stage.

So what does it cover? There are two parts: one dealing with arrangements for adoption work and the duties of adoption agencies, the other with the assessment of prospective adopters.

Is adoption that important? The government is keen on permanence planning.
