The Government has released draft guidance and regulations on how councils should reduce inequalities between children under five.

Has the new childcare legislation come into force yet? Only the sectionthat requires local authorities to assess if they have sufficientchildcare in their areas; the majority of the Childcare Act comes intoforce in April 2008. In anticipation, the Government is issuing draftguidance and regulations.

Isn't there some sort of outcomes duty? The Every Child Mattersoutcomes, to be precise, aligned to the concept of wellbeing. Section 1of the Act places a duty on local authorities to improve the wellbeingof and reduce inequalities between young children - birth to five - intheir area by ensuring the provision of integrated early childhoodservices. These broad duties will be more clearly delineated in twolocal improvement targets that will form part of every children andyoung people's plan as well as local area agreements from April2008.
