A special guardian offers a child a stable environment without breaking the bond with the birth family. But how does it work?

What's happening with the Adoption Act? Ah, there's a question - in fact, there's an entire chronicle. In early 2000, adoption from care was a hot topic in which the Prime Minister played a major part. This led to the publication of a discussion document that scrutinised (and criticised) the current lumbering system; then a white paper that promised a fresh start and a focus on a child's need for a stable family life; then new legislation that would modernise laws dating back 26 years and the publication of national standards. But the tale continues: we're still ploughing through several volumes of draft guidance and regulations. And we remain unsure about when some of this will be implemented, including an order that's one step removed from adoption - special guardianship.
