The Government has published draft guidance for children's trusts that builds on the experiences of the pathfinder pilots.

Children's trusts haven't gone away then? No, they're at the heart of the Government's proposals for the reconfiguration of local children's services. And the draft guidance for children's trusts has been published for consultation.

What is a children's trust? Sorry, I've got to set the scene first. There have been other partnership arrangements but children's trusts are local partnerships done large. Under section 10 of the Children Act 2004, new arrangements are in place to promote co-operation between local authority children's services and others such as the police and Connexions to achieve the five positive outcomes.

And schools and GPs? According to the guidance, they should be in there in practice, if not in law. As should the voluntary and community sector.
