Okay, you've explained what the new proposals are for children's services in the Children Bill, but how are they going to be monitored?
Ah! Another part of the puzzle called a joint inspection framework. The Bill makes provision for joint reviews of all children's services provided in a local authority area. The secretary of state may "request" that two or more of the inspectorates have a look-see at what is going on in that area. That request would be linked into the new partnership duty to improve the wellbeing of children and young people in relation to physical and mental health, protection from harm and neglect, involvement in education and training, their contribution to society, and their social and economic wellbeing.
