"We believe that young people's services are among the most vital provided by a local authority because they are about building and securing the future of our communities," said Tom Wylie, chief executive at The National Youth Agency.
"Making youth services a Beacon Council theme would be an excellent opportunity to spread best practice in a field where some authorities still need help," he continued.
"It would reinforce the Government's Transforming Youth Work initiative and would also build on the work done in previous rounds such as community cohesion, preventing town centre crime and disorder and tackling youth drug misuse."
