From September this year, pilot "cultural hubs" will be set up in three locations to try to fulfil the Government's aspiration of making a "coherent cultural offer" available to all young people. Steering groups, made up of representatives from local schools and arts organisations, will develop the cultural programmes.

The three pilot hubs will be located in Durham, Telford, and Bournemouth and Poole, and each will receive 500,000 a year from Arts Council England over the next three years. The steering groups will be left to determine the content and delivery of their local programmes.

Beneficial union

Arts minister Estelle Morris believes a union between schools and the arts will benefit young people. "Most head teachers need little convincing of the value of such activities in their schools," she says. "We want to explore how schools and cultural organisations can work more closely in developing and delivering a comprehensive cultural offer."
