Beneath the headline-grabbing proposals in the Youth Matters green paper lies a fundamental reform of the structure of young people's services.
While ideas such as the opportunity card have dominated many debates on the paper, responses issued last week to the consultation reveal a broader range of concerns.
High on many organisations' list of worries is the role that schools will play in the reforms. The green paper is meant to apply the reforms of the Children Act 2004 to the youth sector. When the Act was passed, many groups argued that the duty it places on youth organisations to work with children's trusts should have been extended to schools and general practitioners, and the responses echo these concerns.
