Earlier this year, the interim findings of a study of 50 children and young people's plans created some disquiet in the offices of The National Youth Agency (YPN, 13-19 September, p5). That research, conducted by the National Foundation for Educational Research (NfER), suggested that only half of England's local authorities were acknowledging Youth Matters in their plans.

The publication last week of the complete analysis of 132 plans (YPN, 18-24 October, p2), Youth Work Themes in Children and Young People's Plans, as part of a wider 12-paper analysis, shows that the interim findings did reflect reality. Little more than half make reference to Youth Matters and fewer than 10 refer directly to its proposals. The "youth offer" underpinning the green paper is referred to by less than one in three plans.
