Positive Activities for Young People (PAYP) was ushered in this month at a north London boat club with young people demonstrating their zeal for the crime-diversion initiative by singing and dancing for VIPs including arts minister Estelle Morris (YPN, 23-29 July, p5).
The Government is investing 25m into the scheme, which replaces previous programmes for young offenders, the socially excluded and those at risk of offending. It extends these to include nearly all young people aged eight to 19 in England during the school holidays, enabling them to access arts, culture and sporting activities in their local areas.
PAYP has garnered praise for demonstrating lessons learned from previous schemes, most notably the simplification of the funding streams, three-year funding and an extension of the delivery time for getting projects up and running. Brendan O'Keefe, youth offending team (YOT) manager for Kensington and Chelsea, said: "We had a timescale of three months this year, which is an improvement on last year's six weeks."
