Every region will benefit from two so-called "sector specialists", who will be trained to teach practitioners in neighboring local authorities how to improve outcomes in the early years.
Each specialist will be a recognized early years expert and have a track record of achieving improved outcomes in their area. Evidence gathered from their work will be used to compile an online resource of "what works" in early years services.
Christine Davies, director of C4EO, said: "Sector specialists will be available on request to help local authorities and their partners improve outcomes for children and young people locally. They are not another field force. These specialists will work as peer mentors."
Sue Owen, early years lead for C4EO and director of wellbeing at the National Children's Bureau (NCB) said: "Those who become sector specialists will benefit from excellent professional training and development and will gain valuable experience in working in different localities which will develop their knowledge base and skills."
Core partners in the C4EO consortium include NCB, the National Foundation for Educational Research, Research in Practice and the Social Care Institute for Excellence.
