Directors laud the work of C4EO to improve outcomes

More than three-quarters of directors of children's services (DCSs) believe the sector-led improvement model from the Centre for Excellence and Outcomes (C4EO) has helped them to identify better ways of working, but staff in councils and the voluntary sector fear improvements will not be sustained.

An evaluation by PricewaterhouseCoopers questioned 50 DCSs plus 354 staff in local authorities, primary care trusts and children's and youth charities about the impact of services and products available from C4EO, led by director Christine Davies.

It showed awareness of services was high and that there was good engagement with the programme.

"There is evidence that the C4EO priority areas and activities resonate with the sector and add value," the report authors said. "Most directors of children's services perceive that the programme is closely linked and responsive to their challenges as local area leaders."

Improvements in design of services as a result of C4EO's work were cited by 13 DCSs, while a further 12 said it had a positive impact on frontline practice.
