The strategy, which has a 45,000 budget, would integrate dedicated youth services - such as Connexions, youth offending teams and teenage pregnancy programmes - with general agencies, including drug action teams and social services.
Due to be published in September, the action plan for the teenage population of 14,000 would also include regeneration charity Groundwork UK and Stride, an umbrella organisation representing more than 100 voluntary youth projects.
