The YJB said young offenders without accommodation find it more difficult to access rehabilitative programmes such as education, training schemes and substance misuse, and are 20 per cent more likely to reoffend.
The strategy aims to improve the organisation and influence of youth offending teams in accommodation provision; to promote support activities for young people and their families to prevent family breakdown and homelessness; and to improve the amount and suitability of accommodation for young offenders or those at risk of offending.
Targets include ending the practice of keeping young people in custody because they have no other accommodation within three years, and an end to the use of unsupported bed-and-breakfast accommodation for 16- and 17-year-olds within five years.
