Youth justice: YJB unveils housing plans for offenders

The Youth Justice Board has drawn up radical plans to ensure that young offenders are not denied access to adequate housing.

A major strategy was due to be unveiled today, following months ofconsultations with government departments, local authorities and housingproviders.

The strategy says that the YJB will "make the prevention of homelessnessamong young people who offend and those at risk of offending a coretheme in our prevention strategy".

The board will work to ensure that "within three years, there are noremands to custody as a result of a lack of accommodation", and that"within five years the use of unsupported bed-and-breakfastaccommodation for 16- to 17-year-olds is phased out".

A board survey in February revealed that young offenders have"considerable difficulties" in getting adequate accommodation, witharound 15 per cent identified as needing housing. Of this group, morethan a quarter were in bed-and-breakfast accommodation and five per centwere sleeping rough.
