Home Office figures show that of the 6,500 young people who pass through the juvenile secure estate each year, 70 per cent reoffend within 12 months.
The board's framework sets out seven areas, such as accommodation, health and education, training and employment, and case management and transitions, and specifies the agencies that should be working with young offenders in each area. The areas link with the five Every Child Matters outcomes.
Youth offending teams, secure establishments and other services for young people will be responsible for implementing these "pathways". But there will be no extra resources. The board denied this would lead to pressure on youth offending teams.
