Researchers from Nacro and the Policy & Practice Research Group found that stakeholders in nine out of ten areas studied believed young offenders lacked sufficient accommodation.
The study, Accommodation needs and experiences, also suggests a link between poor accommodation and re-offending.
Where accommodation was available, there were questions over its suitability. Housing providers said they offered support to young offenders, but only four out of 152 young people said they had received this.
Recommendations include improving the standard of accommodation. A YJB spokesman said findings have been fed into the YJB's accommodation strategy, Suitable, Sustainable, Supported.
