Writing in the Centre for Crime and Justice Studies' report Debating Youth Justice: From Punishment to Problem Solving, Bob Reitemeier, chief executive of The Children's Society, labels the youth justice system "a collection of short-term interventions" that are overly punitive, and said that to change this would require "an overhaul".
A spokesman for the Ministry of Justice said the cornerstone of its approach is early intervention and prevention.
