Analysis: Youth Justice - Prevention is priority under Brown

Control of youth justice policy is now divided between three Government departments and the children's secretary has promised a new emphasis on prevention. Tristan Donovan examines the changes and what challenges they present.

Ever since the major overhaul of the youth justice system in England andWales in the late 1990s, efforts to stop juvenile crime have beenbalanced uncomfortably between punishment and prevention.

At the start of this year the argument over whether to treat juvenileoffenders as criminals or children prompted the resignation of RodMorgan, chair of the Youth Justice Board. Morgan berated the Governmentfor its Respect agenda, which he said was criminalising children andputting punishment before prevention.

Seven months on and new Prime Minister Gordon Brown has begun his timein office with a shake-up of youth justice that many believe coulddeliver on Morgan's prevention before punishment ideal.
