Lost in transition, a report from the Barrow Cadbury Commission on Young Adults and the Criminal Justice System, says the current systems distinction between under- an over-18s is arbitrary. It wants a life course approach that targets interventions based on individual life stages.
In the short term, the report calls for the establishment of multi-agency Transition to Adulthood Teams to manage the transition of young adults between youth and criminal justice systems.
Sukvinder Stubbs, chief executive of the Barrow Cadbury Trust, said: A theme that emerged consistently from Barrow Cadburys work is the need to better support young people in the transition to adulthood.
