The initiative comes off the back of its Lost in Transition report, published last November, which looked at the problems faced by this group. The grants will support projects that put the report recommendations into practice.
Sukhvinder Stubbs, chief executive of the trust, said there is a gap in provision for offenders once they leave the system.
Average grants from the three-year scheme are likely to be about 75,000.
The trust is keen to support start-up projects, and those working with Black and minority ethnic young people.
