The department will consider a study that is being commissioned by the Barrow Cadbury Trust, looking at how the sentencing of young adults can take into account their maturity, background and circumstances, rather than just their age.
This will look at European models of flexible sentencing, and is expected to report in the summer.
The trust produced a report on young adult offenders, called Lost in Transition, in 2005, and the Home Office set up a working group to consider its recommendations.
Initially, the working group focused on ways in which support provided for juvenile offenders, through the Youth Justice Board, could be extended to some young adults. But legislative problems are thought to have caused a rethink.
