The proposal is one of a number being given serious consideration by officials working on the review, which is likely to be published in late November or early December. This will lead to a strategy document likely to be published in December or early next year.
At a fringe event organised by the Barrow Cadbury Trust at last week's Labour Party conference, Baroness Scotland, the minister responsible for criminal justice, said: "The work is now quite developed. We are reviewing all the data that we currently have, and reviewing the age range, trying to understand how we can reshape policy."
She said questions being considered include whether the age range for young offenders should be raised to 25, and whether YOIs should be "got rid of" or changed.
