It intends to set up two Transition to Adulthood teams, one in the West Midlands and one in Yorkshire and the Humber, based on a recommendation in its Lost in Transition report into young adults in the criminal justice system (YPN, 23-29 November 2005, p12).
The report said categorising young people in the criminal justice system by age, as juveniles, young offenders or adults is arbitrary and unhelpful.
It recommended a single system be developed that treats individuals according to their maturity.
As an interim measure it said a national network of transition teams should be set up to take responsibility for young adults in the system.
