The 65,000 Link Resettlement project from residential charity the Amber Foundation has been launched in partnership with five prisons, Eastwood Park, Earlstoke, Horfield, Exeter and Channings Wood.
It will work with 10 short-term prisoners in its first year, helping with guidance and life skills, and will provide a route to employment.
There are plans to take it nationwide.
The project will focus on young people undergoing their first period in custody, serving sentences of less than 12 months.
John Puddy, Amber's development director, said: "Drugs will be an issue for them, and they will be detoxed while in prison so they will be clean by the time they come to us. They must want to move forward."
