David Leay, chair of the children's services strategy committee at Topss England, the social care workforce development organisation, told Topss' board members there was "clearly plenty of potential" to get bogged down in arguments about money, distribution, and sharing of resources.
From April, responsibility for children's social care will pass from Topss to the Children's Workforce Development Council. Exact details of how overlap between adult and children's social care will be managed are still being thrashed out.
"We will both be losers if we don't achieve a high level of collaboration," said Leay.
Topss said it was willing to provide transitional support to the council for the first year and longer if necessary. Liz Morrey, development director for the shadow Children's Workforce Development Council, said the new organisation would take time to become fully operational.
