As development director of the shadow Children, Young People and Families' Workforce Development Council for England (to give it its full name), Morrey is charged with establishing its organisational structure and strategic plan before it starts operating in permanent form, probably by next April. To meet this tight timescale she needs as much input as possible from the sector.
"I want engagement," says Morrey. "This needs to be an employer-led organisation and I need people to come forward and be on our board and drive our work."
The first example of this engagement is a consultation on the governance of the council launched last week. It suggests the establishment of a 21-strong board with strong representation from early years.
