But it faced criticism at the Children Now Fund conference from the Earl of Listowel, who said the council's first task should be to address the lack of training among many staff working in children's residential care.
The council, which is currently operating in shadow form, expects to have its chair in place next month and a chief executive in post by the summer.
Liz Morrey, development director for the shadow council, said building up to full operational capacity in the first year was another key area "where we need to hit the ground running".
The council, which will be based in Leeds, will be one of five bodies to make up the UK Skills for Care and Development Sector Skills Council.
