The National Assembly for Wales has the power to require travel to be provided for children and young people receiving primary, secondary or further education. In general terms, this gives the assembly the scope to legislate for travel to school, and for post-16 learners.
In this consultation the Welsh Assembly Government states that it believes there should be more support for children and young people to access education and training. It argues that providing learning opportunities is not enough, as learning is undermined if travel is difficult. The policy basis of the draft measure is that Wales needs a clear and simple legislative framework that establishes who is entitled to transport, or assistance with travel costs, and in what circumstances that should apply.
