The line will bring together different types of support, offering a single number that young people will be able to call for help with a variety of issues.
Sara Reid, assistant commissioner, said: "If young people are not getting help in areas such as education and health we can make sure that all the relevant agencies are made aware and are working together."
The line is being targeted at eight- to 18-year-olds.
