The accusation was made in a report on the powers of the Welsh children's commissioner and the impact the English commissioner will have on that role.
The Government is proposing that the English commissioner will represent young people from outside England in matters controlled from Westminster.
The committee of MPs criticised Hodge for failing to consult young people and for a lack of resources to help the English commissioner meet his or her Welsh responsibilities.
Sarah Reid, assistant commissioner at the Welsh Commissioner for Children's Office, said: "We hope that, after this, the participation and consultation of young people in Wales will be undertaken."
