Wales: Commissioner will not add to powers

The committee, which is made up of backbench MPs, had called for the commissioner's powers to be extended to cover "all aspects of a child's life in Wales", including non-devolved issues such as youth justice (YPN, 4-10 August, p5).

The official response from the Department for Education and Skills, published last week, stated: "Non-devolved matters are determined by central government in Westminster ... it is entirely logical that one commissioner should report on non-devolved issues to the UK Parliament in Westminster."

Peter Clarke, the Welsh commissioner, currently reports to the Welsh Assembly Government on devolved subjects. It is the responsibility of the Welsh Assembly to raise any concerns with Westminster.
