Analysis: Young people's rights - Commissioners battle for powers

Since the unveiling of the children bill, the responsibilities of the children's commissioner for England have been the target of widespread criticism.

Young people's charities, children's rights organisations, youth workers, the UN and the Welsh, Northern Irish and Scottish children's commissioners have all spoken out against the proposals.

The recent bust-up between Welsh children's commissioner Peter Clarke and youth minister Margaret Hodge has brought to light some of the conflicts the role presents in the devolved nations (YPN, 12-18 May, p5).

And an inquiry by Parliament's Welsh Affairs Committee conducted last month outlined many of the criticisms of the English commissioner, such as the apparent lack of independence from government.
