The Welsh children's commissioner Peter Clarke has said that he is worried about plans in the Children Bill to give the English commissioner power over non-devolved issues.
But Welsh secretary Peter Hain said a memorandum of understanding between Westminster and the Welsh assembly would be the "common-sense solution" to allowing the commissioners to work together.
"I predict that in practice it will make absolutely no difference," he told the Commons Welsh affairs select committee.
Committee member Hywel Williams, a Plaid Cymru MP, called for the Prime Minister to intervene. "As far as we can see, everyone in Wales is on one side of this argument, and Blair and Hain are on the other," he said.
