The strategy is to be unveiled early next month and, according to one source who has seen the proposals, it will put Wales "at the forefront of youth justice".
Other sources told YPN that the strategy would link up the work of the Welsh Assembly Government in areas such as mental health and drugs with that of the youth justice sector.
The plans will also include measures to provide better support to young offenders who are placed in English jails because of the small number of places within Wales, including improved resettlement packages.
The document is a product of deliberation and partnership between the Welsh Assembly Government and the Youth Justice Board.
