Youth offending: Welsh government to launch strategy for young offenders

A copy of the All-Wales Youth Offending Strategy obtained by YPN shows it will adhere to the principles of the UN Convention on the Rights of the Child, and will focus on preventative work and intervention, with strong emphasis on joint working with local agencies.

A range of community programmes are stressed, including community-based sentencing, "adequate" funding for youth offending teams, and the need for greater attention to the mental health needs of offenders.

Steve Williams, chair of Youth Offending Team Managers Cymru, said: "The strategy must ensure that central policy in government to work with education, health, youth services and so on works together. No-one was taking responsibility for youth justice. The strategy will not be the answer to everything, but it will ensure the policy and the needs of young people are brought together."
