WALES: Welsh Assembly Government launches its strategy for youth

The measures are partly a response to the English green paper, Every Child Matters, and are included in a report launched last week by Wales's minister for health and social services, Jane Hutt.

Children and Young People: Rights to Action promises progress on core measures, including school exclusions and developing training and education for young offenders.

Other measures proposed include making area child protection committees a statutory requirement, putting a new duty on local authorities to promote the education of looked-after children, providing guidance to local education authorities on improving access for disabled pupils, and free bus travel for 16- to 18-year-olds.
