During a debate last week, Jane Hutt, health and social services minister, said she was seeking to "end the anomaly that non-devolved services are excluded from the Welsh commissioner's remit".
Catriona Williams, chief executive of Children in Wales, said: "This would have a big impact on areas such as the youth justice system, which are still dealt with at a UK level.
"It has to be agreed by the UK Government and we hope it will not block this wish," she added.
Assembly member Gwenda Thomas, who is leading a review into safeguards for vulnerable children in Wales, said: "It would be bad if we had to go cap in hand to the UK Government every time something was not a devolved issue.The present situation slows things down."
