Steve Williams, whose term as chair of the youth offending body ended last week, described the commissioner's lack of involvement as an "oversight".
The strategy was launched last week by Wales's social justice minister, Edwina Hart.
The All-Wales Youth Offending Strategy aims to tie together youth justice, which remains under Home Office control, with policies developed by the Welsh Assembly Government.
