The National Strategy for Youth Volunteering in St John Ambulance, which has been launched internally, will focus on six areas to help develop the organisation's work with young people.
These are: leadership and support; the youth programme; growth and leader recruitment; recognition and accreditation; quality and assurance; and partnerships and raising the profile of the organisation. The six areas will be backed with action plans that will launch in October.
A youth assembly set up last year helped develop the strategy. Wendy Human, youth development manager, said: "It's the first time we have had a five-year strategy.
"We want to reach more young people and look at linking with after-school clubs and weekend units."
