The research, conducted by the National Foundation for Educational Research on behalf of the Department for Children, Schools and Families, questioned staff from diploma consortia as they prepared to start offering the diploma this year.
Of the 44 per cent of respondents who reported being worried about transport plans, 10 per cent said they had major concerns.
Despite this, 90 per cent of the consortia said they were prepared to deliver diplomas in terms of staffing levels and staff expertise.
Debbie Ribchester, 14 to 19 lead at the Association of Colleges, said: "Clearly transport is an issue. Local authorities need to make sure this is resolved. Colleges are subsidising transport and that can't continue."
