- 13% of looked-after children were under five (18 per cent in Scotland)
- 9% of children looked after away from home with three or more placements (30 per cent in Scotland)
- 1.8 per 1,000 children aged 0-15 on child protection register (2.4 per 1,000 in Scotland)
Jim Watson, section head of child care at West Dunbartonshire Council, said it was rare to place children out of authority except for residential school places and secure accommodation, thanks to a good resource of residential and foster care placements.
The council has five residential units and operates a policy of ensuring that when a young person is placed in a unit they will stay there unless they have more specialised needs.
